Shoes on cables
Probably those shoes hang there since 1990s. Back then time to time suburb gang boys would attack someone, steal the shoes and throw them on cables. Seen in Purvciems district of Riga.

Curious thing: I wrote something about those shoes hanging from cables. Apparently, it's a universal thing.
